Sirajuddin Haqqani, acting Taliban Minister of Interior, called on political leaders and figures opposed to the Taliban who are living outside Afghanistan to return to the country during his visit to Bamyan.
Haqqani, referring to what he described as the Taliban’s “general amnesty” following the Doha Agreement, said that the Taliban are not opposed to anyone’s dignity or status and urged political figures to return to Afghanistan and live in the country.
During his earlier visit to Bamyan, he had also called on figures such as Mohammad Mohaqiq and Karim Khalili to return to Afghanistan, assuring them that opponents would not face retaliatory treatment.
In response, some political opponents of the Taliban say they are unwilling to live under Taliban rule without conditions for national dialogue and political participation being established.
Meanwhile, Amir Khan Muttaqi, the Taliban’s acting Foreign Minister, said in a recent television interview that the Taliban sees no need to negotiate with political opponents. He argued that if there is no problem in Afghanistan, there is no reason to initiate another round of negotiations.
It should be noted that Haqqani’s remarks regarding the return of political opponents date back to his 2023 visit to Bamyan, while Muttaqi’s more recent remarks were made in August 2026. Therefore, the two positions were expressed at different points in time.
